Baldwin also visited Korea in 1947 to make recommendations regarding civil liberties, democracy, policy issues, the police force, election law, land reform, the purge of collaborators and the need to organise and co-ordinate foreign trade.  The following documents include his ‘Memorandum on Korea’, June 1947 and his summary ‘Balance Sheet on the Occupation of Korea’.  Please see pages 64-67 overleaf (printed guide only).
